Proposed Modernisation of security over receivables
In December 2025 the Dutch Ministry of Justice published a draft Bill – the Modernisation of Pledge and Assignment Act (Wet modernisering pandrecht en cessie) – for public consultation. If enacted the Bill would bring about two significant changes to Dutch secured transactions law. First it would allow deeds of pledge and assignment to be registered digitally replacing the current paper-based process.
